ELIZABETHTOWN,    June 19.--(AP)--Dr. Frank P. Graham, president of the University of North Carolina, will speak at the dedication of a marker to James Iver McKay, statesman, philanthropist, lawyer, farmer and soldier, Friday near Elizabethtown. The marker has been erected by the Daughters of the American Revolution.
